The purpose of the Clinical Quality Measures initiative is to provide guidance regarding performance improvement that results in the implementation of evidence-based intervention strategies to improve care. Clinical Quality Measures are reviewed and monitored through special clinical studies, Joint Commission facility reviews, Health Plan performance oversight, and Patient Satisfaction surveys. These external reviews of care help us to identify clinical best practices and areas for improvement.
Military Health System leadership and health care providers continually assess clinical performance data to ensure beneficiaries receive safe, high quality care in military hospitals and clinics and TRICARE network hospitals. The Data Display (D2) tool provides a way for patients to compare the quality of care hospitals give.

Hospital measures show how often hospitals gave recommended treatments to get the best results for patients with certain medical conditions or surgical procedures.
The hospital measures available are:
- Heart Attack
- Heart Failure
- Pneumonia
- Childhood Asthma
- Surgical Care
Hospital data reflect overall performance for services delivered between April 1, 2014 and March 31, 2015.

Outpatient measures of care address health issues ranging from wellness and prevention to chronic disease management.
The outpatient measures available are:
- Breast Cancer
- Cervical Cancer
- Colorectal Cancer
- Diabetes A1c
- Asthma Medications
- Mental Health Follow Up
- Low Back Pain Imaging
- Well Child Visits
Outpatient data reflect overall performance for services delivered between October 1, 2014 and September 30, 2015.

How Do I Use This Information?
Patients and their families can use this information when making healthcare decisions. Talk to your healthcare provider about the best way you can get the care you need. The goal rate for each measure is 100 percent. Hospitals or outpatient facilities with higher percentages follow recommended treatments more often than hospitals or outpatient facilities with lower percentages.
