FAQs about Military Health System Modified Payment and Waiver Program for Civilian Non-Beneficiaries

The Defense Department established the MHS Modified Payment and Waiver Program to help civilian non-beneficiary patients who get emergency, trauma, or other health care services at military hospitals or clinics and can’t pay their medical bills.

Q1:

If I’m approved for a discount and sign the Voluntary Repayment Agreement, but then I lose my job and can’t pay my bill, will I be sent to collections?

A:

If your financial circumstances change but are expected to improve, you can request a temporary suspension of the debt in order. This is done to prevent your account from being sent to collections. You can suspend your account for up to three months. Your account won’t be sent to collections if your request is approved, and you resume making payments.

To apply for a temporary suspension, you must complete a DD Form 3201B, “Request for Temporary Medical Debt Suspension”.   Sign and mail the form to the address on the your medical invoice.  You may apply for one temporary suspension within a 12-month period. If your circumstances are unique and require additional suspension terms, you can call the phone number on your medical invoice.

Q2:

I received my discounted medical bill but I still can’t afford to make the payments. Can my payments be reduced further?

A:

Your payments can be reduced by requesting a longer repayment term (maximum amount is 72 months). The minimum monthly payment amount is $25.  To request an adjusted payment term, call the phone number on your medical invoice.

Q3:

I can’t afford to pay my discounted medical bill and my payment terms can’t be extended any further – they’re already at 72 months. Can I ask for a waiver of my bill?

A:

Yes, you can apply for a full waiver of the adjusted balance. You must:

  • Complete DD Form 3201A, “Request for Medical Debt Waiver Under the Military Health System Modified Payment and Waiver Program.”  
  • Sign the form.
  • Mail the form to the address provided on your medical invoice.
