Public Health Emergency Management Course - Basic and Advanced

Format: Resident, Exportable

PHEM - Basic

Initial training requirement for medical personnel assigned as Public Health Emergency Officer and Medical Emergency Manager. The Public Health Emergency Management training program will provide PHEOs and MEMs with the knowledge and skills they need to ensure that the DOD is ready to respond to public health emergencies and assist civilian and host nation authorities when called upon. This standardized, joint-offered course will ensure that PHEOs and MEMs can operate in a variety of environments, including other service's installations and facilities, an issue of increasing concern due to Joint Basing Initiatives.

Upon completion of the training, personnel should have the knowledge and/or training to enable them to perform critical tasks needed to meet real-world requirements.

The PHEM training program consists of pre-requisite training, a five-day in-resident course, and a continuing education program that includes several courses currently offered by the Defense Medical Readiness Training Institute and Service and Combatant Command continuing education opportunities.

PHEM - Advanced

PHEM Advanced is a three-day course designed to refresh skills and concepts for previously trained PHEOs and MEMs with the knowledge and skills they need to ensure that the DOD is ready to respond to public health emergencies and assist civilian and host nation authorities when called upon. This standardized, joint offered course will ensure that PHEOs and MEMs can operate in a variety of environments, including other service's installations and facilities, an issue of increasing concern due to Joint Basing Initiatives.

Applying for a Course

  • For Navy PHEO or MEM nominations, please contact the Navy Service Lead.
  • For Army MEM nominations, please contact the Army MEM Service Lead.
  • For Army PHEO nominations, please contact the Army PHEO Service Lead.
  • For Air Force nominations, please contact your Unit Medical Readiness Office. The Unit MRO forwards their candidates to their respective MAJCOM/NAF MRO, and the MAJCOM/NAF MRO forwards their list of nominees directly to AFMRA/SG3XT, USAF Mailbox USAF email address. Air Force nominations sent directly to DMRTI will be forwarded to AFMRA/SG3XT.
  • For all other nominations or to self-nominate or enroll, please contact the DMRTI Contingency Operations Program.

Note: Nominations for this course close 60 days prior to course date.

All course dates may be rescheduled if the minimum student quota requirement has not been met. In the rare event of course cancellation or date change, DMRTI will notify all students as soon as changes are confirmed. Confirmed registered students will have priority in the next course.
