Mr. Robert L. Goodman

Mr. Robert L. Goodman is the Assistant Director, Resources and Personnel Integration (J1/J8) for the Defense Health Agency. As the AD, R&PI, Mr. Goodman is the principal advisor to the Deputy Director and Director of DHA on all matters related to human resources, administration, financial management, and facilities operations of medical military treatment facilities and TRICARE Managed Care Support contracts. He leads the Administration and Management, Financial Operations, and Contract Resource Management Directorates. Mr. Goodman is also responsible for the administrative and management support functions of the DHA. These functions include planning, developing, directing, and evaluating a comprehensive human resources program to support the mission and program activities of the DHA headquarters and subordinate organizations not related to the administration and management of Military Treatment Facilities. Mr. Goodman also manages the systematic planning, programming, budgeting, execution, accounting, and auditing of roughly $56 billion supporting the Military Health System’s mission.

Mr. Goodman previously served as the DHA’s Chief Financial Officer/Director, Financial Operations Directorate (J8).

Before joining the DHA, Mr. Goodman served as a principal with The Innova Group, a specialized health care consulting organization in Austin, Texas, providing Health Care Master Planning capabilities. While serving with The Innova Group, Mr. Goodman served as volunteer Committee Member with the National Academy of Sciences, Engineering, and Medicine.

Mr. Goodman’s Federal Service began in July 1982, when he enlisted in the U.S. Army. He accepted a Regular Army commission in July 1986 and served nearly 27 more years, retiring at the rank of colonel. He concluded his active duty service in May 2013 as commander, Bavaria Medical Department Activity, running seven health clinics in Germany, with 40,000 enrollees.

Upon retirement from active duty, Mr. Goodman was inducted into the Senior Executive Service in May 2013. Mr. Goodman departed Federal Service as a SES in June 2018, and returned to Federal Service as a SES in September 2021.

Mr. Goodman holds master’s degrees from the U.S. Army War College, the U.S. Army-Baylor University program in Healthcare Administration, and Boston University. Mr. Goodman has offered many hours volunteering, frequently serving in multiple leadership roles with the American College of Healthcare Executives and its affiliates, as well as serving in numerous positions in various Lutheran congregations.
